Jimmy Carter blames Ted Kennedy for delay of health care reform

Former president Jimmy Carter says that Ted Kennedy's was actually an impediment to passing health care legislation.

In a revealing interview on CBS' "60 Minutes," Carter explains that their two conflicting proposals were why health care reform did not pass sooner. Carter says Kennedy deliberately blocked his policy proposals in the senate from 1978-1979.

"It was his fault," he said.

Both men were bitter rivals during the 1980 presidential race when Carter beat Kennedy for the democratic nomination.

Carter wanted to phase the changes in slowly over several years, while Kennedy favored widespread universal health care for all.

Ted Kennedy died from brain cancer last year, but in his memoir, he blames Carter for why the legislation was stalled.
